Neighborhood Updates 3/30/2026

Hi Neighbors,

I hope you’re doing well. Below are a few updates for your awareness.

DC Department of Transportation (DDOT)

DDOT had initially planned to place some bioretention facilities in our ANC but has eliminated them from our Single Member District (SMD). DDOT will now construct the originally proposed bioretention beds into hardened landscaped areas that will still function as traffic calming bump outs without the intended stormwater infrastructure. The two locations for them in our SMD are noted below. The notice of intent for the Chevy Chase Parkway & Patterson ST location is attached. DDOT will begin construction during the week ending April 3rd, 2026, and it will take approximately 4-6 weeks to complete. This project will add a landscaped green space along the roadway, including new grass areas and planted sections designed to help improve stormwater management and traffic safety. All work will be conducted from 7:00 AM to 7:00 PM, Monday through Saturday. DDOT thanks you in advance for your patience and understanding during the construction.

  1. Chevy Chase Pkwy & Patterson St NW – landscaped bump-out for traffic calming (replacing existing striping) (scheduled week of 4/3/2026)

  2. Nevada Ave & Livingston St NW – landscaped bump-outs at intersection (schedule TBD)

The Connecticut Avenue Multimodal Safety Improvement Project was initiated in December 2019. DDOT has conducted data analysis, concept development and evaluation, traffic forecasts, and operations analysis. Here are the upcoming improvements to our SMD.

Phase 1 Improvements: Shorter-Term, anticipated construction dates 2026-2027

Oliver Street (& Connecticut)

• Add crosswalk on the south leg of the intersection across Connecticut Avenue

Northampton Street (& Connecticut)

• Move stop bars to improve visibility

• Prohibit the left turn from southbound Connecticut Avenue onto eastbound Northampton Street

• Remove two off-peak parking spaces on Connecticut Avenue to increase visibility. (One on the west side of the intersection, and one on the southeast corner of the intersection).

Dementia Stories DC

Dementia Stories DC is an initiative by The Dap Project that celebrates the lives of D.C. residents living with dementia and Alzheimer’s while raising awareness about the care, connection, and support families need. Dementia Stories DC is hosting arts and portrait workshops across the city for Washingtonians living with dementia and their caregivers.

The workshops include three components:

  • Arts-based activities that provide people living with memory loss and their caregivers a meaningful opportunity to connect and learn supportive practices. Workshops will be facilitated by dementia care experts from the George Washington University Institute for Brain Health & Dementia.

  • Portrait sessions with professional photographers to capture and preserve meaningful moments. Participants will receive a copy of the photograph.

  • Recording memories honoring their expansive lives and allowing them to shape their own narratives.

Register here:

The initiative will culminate in a June public exhibit (Alzheimer’s Awareness Month) featuring portraits, photography from the workshops, and oral histories.

WMATA

Revisions to Metro's proposed FY27 Budget means that WMATA has been able to consider additional Metro Bus service improvements in the District, above those originally proposed when the FY27 Budget was first published in December 2025. The additional service improvements are meant to make bus service more frequent & reliable, when and where our customers want to travel.

Before these proposed improvements are finalized by the WMATA Board this spring, Metro is seeking feedback from the public on the proposed service improvements. Please see take the customer survey and the proposed service improvements here FY27 Budget Public Comment - DC Proposals | QuestionPro Survey. The survey will open on Friday, March 27 at 9AM and close on Monday, April 6 at 5PM, and will be posted towmata.com/budget. If implemented, the additional proposed service improvements will impact Metro Bus riders across every ward of the District.

Collection Service Update & Wards 3 and 4 DPR Construction Update

Hi Neighbors,

Please see the write ups below about DPW's service collection and DPR's construction update for wards 3 and 4.

===

The Department of Public Works continues working to restore full residential trash, recycling, and food waste collections. We recognize some residents are experiencing missed collections, and we understand how frustrating and disruptive the situation is.

To address these delays, DPW has activated seasonal employees as part of a dedicated escalation protocol. This will allow us to route 311 service requests more quickly, get teams into the field faster, and operate seven days a week. These teams will run newly created escalation routes, focusing on missed trash and recycling pickups.

As this enhanced response continues, residents should keep their cans and household trash at their normal collection point until it is collected. If service is still missed, we encourage residents to submit a 311 request. If a previous request has not been resolved, submitting a new one ensures it is captured in our updated routing system.

For households that are now receiving normal collections, continue to place your cans out on the normal collection schedule. Trash and recycling are no longer being collected together, so only put out recycling cans on your normal recycling collection day.

===

Please join the DC Department of Parks and Recreation (DPR) for a virtual community meeting regarding the upcoming capital construction projects coming to the Ward 3 and 4 communities.

Your attendance and feedback are greatly appreciated!

Meeting details:

Date:  Thursday, February 12th, 2026, Time:  6:00 PM, Location:  Virtual For more information and to RSVP, please visit: https://wardupdates.splashthat.com/

Chevy Chase Civic Core Site Updates

Below are a few updates related to the Civic Core site. The height of the building is approximately 55 feet, measured from a point on Northampton Street NW. The proposal contemplates a penthouse level that could be 15' in height and contemplates step downs in height toward the rear of the site. The chart below depicts the housing makeup of the units.

Parking: the total number of spaces in the selected proposal is 147. Of that amount, a minimum of 30 spaces will continue to be provided for civic purposes, matching the number of spaces currently available on the site for civic use. All the civic spaces will be accessible to the public and free of charge. Parking spaces designated for other uses, including apartment residents will be separate. The proposal also relocates most on-site parking below ground.

Reminder: DCPL 23,500-square-foot library and a 21,600-square-foot community center. Design guidelines for a new library were set at 23,000 and 21,000 for the new community center. DCPL and DPR will lead a community engagement process to inform the design and programming of the site’s civic uses. The ANC is still working on stakeholder meeting with DMPED, the Developer, DCPL, and DPR.

Civic Core Update & More

Hi Neighbors,

I hope this newsletter finds you well as we continue into the new year. Here are some key community updates.

Deputy Mayor for Planning and Economic Development (DMPED)

Friday, January 16, 2025, Mayor Muriel Bowser and the Office of the Deputy Mayor for Planning and Economic Development (DMPED) announced the selection of Rift Valley Chevy Chase, LLC (Rift Valley) to redevelop the Chevy Chase Civic Site. You can read the press release here:  Mayor Bowser Selects Proposal to Deliver New Community Center, Library, and Housing at Chevy Chase Civic Site in Ward 3 | mayormb

As the ANC Commissioner for where this project is located, I am committed to working closely with residents, DMPED, and the developer, and other stakeholders to ensure this site becomes a space the community can truly come together around. I want to make sure the community knows that there are several important strengths of the selected developer worth highlighting. The project exceeds the space requirements outlined in the RFP for both the DC Public Library (DCPL) and the Department of Parks and Recreation (DPR). It also delivers twice the amount of outdoor space, along with underground and paved on-site parking, a significant benefit for the community. In addition, the proposal includes up to 30 percent affordable housing within the planned 177 residential units.

After the selection was announced, I spoke with several residents and want to collect more feedback. Please take a moment to complete this short survey: Civic Core Developer Selection Survey

ANC 3/4 SMD 05 Community Updates 12.30.2025

Hi Neighbors,

I hope you’re doing well as we head into the final days of 2025. Wishing you all the best in 2026 and beyond!

DC Water

For residents of La Reine and Legation House, please note that DC Water has scheduled a water shutoff on January 8, 2026, lasting approximately 9 hours (9:00 a.m. – 6:00 p.m.). The water shut off is to complete sewer rehabilitation work.

Update on Clean Rivers Impervious Area Measurement and Implementation Pause

DC Water has decided to pause the implementation of the Clean Rivers Impervious Area Charge (CRIAC). See the note below sent on behalf of David L. Gadis, CEO and General Manager to Community Stakeholders/ANC Commissioners.

I am writing to provide an update regarding recent customer notifications related to updated Clean Rivers Impervious Area Charge (CRIAC) measurements and to outline DC Water’s next steps.

The Clean Rivers Impervious Area Charge was established in 2009 as part of the funding framework for DC Water’s Clean Rivers Project, a federally mandated, long-term infrastructure initiative to significantly reduce combined sewer overflows into the Anacostia and Potomac Rivers and Rock Creek, and to improve water quality across the District. The program relies on deep storage tunnels, diversion facilities, and green infrastructure to capture and treat wastewater during rain events.

Impervious area measurements, which form the basis for CRIAC, were last comprehensively updated in 2016. The most recent systemwide review was completed using updated aerial imagery in March 2025. The goal of this review was to ensure the most accurate and equitable billing for customers based on current property conditions. As expected, the updated measurements resulted in both increases and decreases across properties.

While the measurement process itself followed long-standing program requirements, we recognize that the recent customer notifications did not provide sufficient detail, context, or advance notice, particularly given that some customers experienced significant increases. We understand that for many residents, the primary concern is the impact on their bills, and we acknowledge that we should have engaged earlier and more comprehensively with both customers and elected officials before issuing the notices.

In response to this feedback, DC Water has paused implementation of the updated CRIAC measurements while we strengthen our communications and outreach approach. Over the coming months, we will undertake an expanded engagement effort that includes:

  • Direct outreach to customers most significantly impacted by the updated measurements

  • Briefings and coordination with Council offices and Advisory Neighborhood Commissions in affected wards

  • Public webinars and community information sessions to explain the Clean Rivers Project, CRIAC methodology, and impervious area measurements

  • Enhanced website content and customer tools, including clearer explanations, FAQs, and visual resources

  • Expanded education on how impervious surfaces affect stormwater runoff, as well as stormwater management options that may help customers manage future costs

Our goal is to ensure that customers and stakeholders have the information, time, and opportunity needed to understand what changed, why it changed, and what options may exist before any future implementation occurs.

We appreciate the feedback you and your constituents have shared and value your partnership as we work to improve our outreach and engagement. Please do not hesitate to reach out if you would like additional information or a briefing.

DOEE Grant Opportunity
DOEE is offering grant funding to help private fleets replace older diesel medium- and heavy-duty vehicles with electric alternatives. If Holiday trees and greenery are not picked up 7 days after being placed, curbside, residents can call 311 and make a “Christmas Tree Removal - Seasonal” service request. After February 28, 2026, holiday trees and greenery should be placed at the normal point of collection for trash and recycling. Holiday trees and greenery will be collected as space permits in the truck.

  • DPW Salt Storage Facility (2700 South Capitol St., SE), 8 AM – 2:30 PM

For more information on Holiday Reduce & Reuse Tips, please visit Zero Waste DC website.

DC Snow Safety Tips: The District Snow Team offers guidance to help residents prepare for and stay safe during winter weather, including clearing snow from sidewalks within eight daylight hours after a storm, using safe shoveling practices, dressing warmly, and having emergency supplies ready. It also highlights help available for older adults and people with disabilities and recommends precautions to avoid cold-related injuries and hazards. The DC Snow team provided Commissioner Sherman with a snow blower to assist residents with snow removal. Please reach out to him at 3G02@anc.dc.gov or me if you need snow removal assistance.

Reminder: DC law requires residential and commercial property owners to remove snow/ice from the sidewalks around their property within the first eight hours of daylight after a storm ends. Otherwise, commercial property owners may be fined $150, and residential property owners may be fined $25. Please remember to remove snow and ice from your property so that people can have safe passage while walking.

Warming Centers: From November through March, the District guarantees access to shelter during hypothermic weather to protect people experiencing homelessness. Outreach teams conduct wellness checks and connect people to shelter; call 202-399-7093 or 311 if someone needs help, or 911 in an emergency.

July Community News: Sewer Lining, Civic Core, Dine All Night & More

Hi Neighbors,

Summer’s heating up, and I hope you all are staying cool! With the ANC taking a break next month, I’m looking forward to a little downtime to recharge before the back-to-school season kicks in. I’ve purchased school supplies, and I just need some fall weather now! 😊

DC Sewer Lining Project Meeting

If you missed the DC sewer lining meeting, you can watch the recording here: Sewer Lining Project Discussion with DC Water & ANC 3/4G SMD 05, July 2, 2025
Key takeaways:

ANC Updates

The ANC held a special meeting on July 7 to discuss the community survey on the Chevy Chase Civic Core site. You can watch the meeting here: ANC 3/4G Special Meeting on the Chevy Chase Civic Core, July 7, 2025

The ANC voted 4-2-1 to request for housing be removed from the Civic Core site. You can read the resolution here: ANC_34G_Civic_Core_Resolution_Final_3_signed.pdf
I voted against the resolution because it asks the Deputy Mayor for Planning and Economic Development to eliminate housing from the plan. I did not agree with this position and I shared my view in a minority opinion, which you can read here  or starting on page 14 of the resolution document referenced above. My colleagues Commissioner Gosselin and Gore also submitted minority opinions that's included in the resolution.

The next ANC meeting is tomorrow, Monday, July 14 at 6:30 PM. You can register and view the agenda here: July 14, 2025 Regular Public Meeting: Virtual-only | Advisory Neighborhood Commission 3/4G. I likely won’t send another newsletter before the July 28th meeting, but you can visit the ANC website for updates and meeting details: Advisory Neighborhood Commission 3/4G

Commissioner Simmons’ Minority Opinion

Minority Opinion of Karrenthya Simmons

Advisory Neighborhood Commissioner, ANC 3/4G-05

Re: ANC 3/4G Resolution Opposing Development of Housing at the Civic Core Site

Dear Deputy Mayor for Planning and Economic Development (DMPED),

I am the Commissioner for ANC 3/4G-05, which includes the Civic Core site. I submit this minority opinion in support of redeveloping the site to include a new library, community center, green space, and housing.

On July 7, 2025, by vote of 4-2-1, four Commissioners succeeded in passing a resolution requesting DMPED to exclude housing from the Civic Core site. Notably, these four Commissioners who supported that resolution do not represent areas adjacent to the site. In contrast, the two Commissioners representing 1) the Civic Core site itself (SMD05) and 2) the residents who live closest to it did not support that resolution (SMD06). SMD 05 and 06 also include local businesses that would benefit significantly from the addition of new residents, as well as increased foot traffic from people visiting a modernized library and community center.

Excluding housing from the Civic Core site would be a missed opportunity for the District to address our city’s affordable housing crisis. Affordable housing should not be concentrated in just one area or ward, but it must be integrated throughout all neighborhoods of Washington, DC, including our community here in Chevy Chase. As stewards of public land, the District has both a duty and a rare opportunity to use this site as a means for improving its housing goals. Public land must be used to serve the public good—and one of the most urgent public needs in Washington, DC is affordable housing. That includes building homes for the people who keep our city running: teachers, nurses, transit operators, sanitation workers, childcare providers, DC government employees, and countless others who contribute to our city every day but are increasingly priced out of living in it. Using public land to help address this crisis is not just good policy—it is a public responsibility.

Going forward in this letter, any reference to the ANC 2023 or 2025 surveys includes responses from all DC residents, including Ward 3 residents in 3E or 3F who may live closer to the site than some Ward 4 SMDs in 3/4G.

In 2023, ANC 3/4G conducted a community survey[i] that asked whether residents supported redevelopment of the Civic Core site with housing:

  • 39.7% supported redevelopment with housing

  • 47.3% supported redevelopment without housing

  • 9.4% opposed any redevelopment

In 2025, after the release of eight development concepts by respondents to the request for proposal and significant public engagement, the ANC conducted a follow-up survey[ii] and asked residents if they supported housing at the Civic Core site:

  • 45.1% supported the addition of housing

  • 49.5% opposed the addition of housing

  • 5.4% had no preference

The increase in support of housing from 39.7% in 2023 to 45.1% in 2025 can be inferred that many residents responded positively after seeing how housing could be integrated with the library and the community center.

In the 2025 ANC survey[iii], the responses below reflect support for or against housing from the SMD where the Civic Core site is located (SMD 05) and from the neighboring SMD with residents close to the site (SMD 06). Here are the responses to the question: “Do you support housing at the Civic Core site?”

·       SMD 05

o   Yes 48.83%

o   No 47.78%

o   No preference 3.39%

·       SMD 06

o   Yes 52.44%

o   No 44.72%

o   No preference 2.85%

These survey results show a meaningful shift in community sentiment—while not every resident supports housing at the Civic Core site, acceptance has grown since 2023, especially among those living closest to it.

It’s also important to recognize that, despite the recent ANC resolution opposing housing, ANC 3/4G has a well-documented history of supporting affordable housing at the Civic Core site. Over the past five years, the Commission has repeatedly endorsed adding affordable housing through the District’s processes for revising the Comprehensive Plan, developing a Chevy Chase Small Area Plan, and launching the request for proposal process. In a February 10, 2020 resolution[iv] regarding revisions to the Comprehensive Plan, ANC 3/4G voted 6-0 to advise the District that, "The Rock Creek West Area Element should include a policy that the District will use its publicly-owned property at the Chevy Chase Public Library for future development of a new library that also includes mixed-income housing, with emphasis on affordable and workforce housing."

At its March 22, 2021 meeting[v] acting on housing recommendations from its Task Force on Racism, ANC 3/4G voted 7-0 to call on "the District to build significant dedicated affordable housing and workforce housing with a focus on households earning 50% or less of median family income (MFI) above the Chevy Chase Community Center and Chevy Chase Library."

The ANC's May 9, 2022 resolution[vi] (approved 5-2) said, "The Commission continues to support its March 22, 2021 resolution to include mixed-income housing in the Civic Core with a goal of at least 50% dedicated affordable housing . . . with a focus on households earning 50% or less of [median family income]."

On May 8, 2023, the ANC voted 4-1-1 to approve a resolution[vii] calling for the removal of a 1909 deed restriction prohibiting construction of apartments on a portion of the Community Center-Library site in order to "demonstrate the Chevy Chase community's commitment to become more inclusive and remove impediments to creating affordable housing on the civic core site."

Finally, in a resolution[viii] on December 11, 2023, ANC 3/4G recited that, "The Commission has consistently supported the idea that the Chevy Chase community should contribute to solving the District's affordable housing problem, including by developing affordable units as part of the redevelopment of the Community Center-Library and/or adjacent sites." After having surveyed the community, the ANC voted 4-2 to reaffirm its position that some housing should be built at the site in addition to the redevelopment of the Community Center and Library.

This five-year record of ANC support should not be overshadowed by one recent resolution. From 2020 through 2023, ANC 3/4G consistently affirmed that the Civic Core site is an appropriate and necessary place for affordable housing. These positions were informed by public input, driven by values of equity and inclusion, and aligned with the District’s long-term housing goals. DMPED should give greater weight to the ANC’s sustained commitment and continue advancing the Civic Core site with housing.

Finally, I want to ensure that DMPED considers key community preferences reflected in the 2025 survey responses to the eight development concepts. These results provide insight into how residents envision housing, civic uses, and public space coexisting at the Civic Core site. Highlights include:

  • 44.5% support affordable housing for households earning up to 50% MFI; another 44.6% support housing up to 80% MFI; only 27.7% wanted housing for people at or below 30%

  • 58.6% support housing that serves all ages, not just seniors; only 21.2% preferred senior housing

  • 70.8% prefer usable surface-level green space, rather than rooftop space

  • 55.2% prefer some surface-level parking

  • 54.9% support limited retail

  • 46.1% support 50–99 housing units[ix]

  • 29.95% had no preference on how the library, community center, and housing were physically structured while 24.98% preferred that the library and community center reside in one building with housing in a separate building

  • The top-ranked design concepts were Community Builders, followed by Rift Valley and Urban Atlantic.

These preferences reflect a community that may still be divided but is increasingly open to compromise—especially when it comes to moderate-density, mixed-use development that prioritizes good design, access to green space, and a new library and community center.

Mayor Bowser’s FY26 budget proposal calls on the District to embrace a Grow DC agenda—one that retains residents, attracts new families, supports job growth, and expands housing supply. The Civic Core project directly aligns with these goals. By moving forward with this redevelopment, the District can welcome new residents, strengthen the local economy, support small businesses, and revitalize upper Connecticut Avenue.

Based on all the reasons outlined in this letter, I strongly support DMPED moving forward with the redevelopment of the Civic Core site to include a new library, community center, meaningful open green space, and housing. I also request for DMPED and all other stakeholders to continue robust community engagement after a development team is selected, to ensure the project reflects local input. The success of this site is not only critical to residents and business owners in SMDs 05 and 06—it will also send a clear and powerful message that every part of Washington, DC, including Chevy Chase, is committed to doing its part in advancing affordable housing across the city.

Thank you for your time and consideration.

Sincerely,

Karrenthya Simmons
Commissioner, ANC 3/4G-05

PurpleAir Sensor Project

DC’s Department of Energy and Environment (DOEE) is expanding its air quality monitoring across the District by offering residents the chance to host free PurpleAir sensors, which track neighborhood-level air pollution. The program is simple: if you have a home with an exterior plug facing the street, you're eligible to receive a loaned air sensor from the District government. The sensor will enable you to check the local air quality outside your home 24/7 and will appear on the PurpleAir map. You can host the sensor as long as you'd like. If you’re interested, you can sign up at this link. Once you sign up, someone from DOEE will then reach out to set up a time to come by and install the sensor, which most often consists of simply plugging it in and zip tying it to a post or something similar. If you have any questions, please reach out to Henry Frishman at henry.frishman@dc.gov
