DC 2050
The DC Office of Planning (OP) invites residents to help shape the future of neighborhood planning in the District. Community input will help strengthen how the Comprehensive Plan and small area plans guide neighborhood development across DC.

Chevy Chase Civic Core Project
The ANC will host a meeting with the Deputy Mayor for Planning and Economic Development (DMPED), DC Public Library (DCPL), Department of Parks and Recreation (DPR), and Rift Valley on June 4. Additional details will be shared closer to the meeting date.
DCPL and DPR also invite residents to the Community Center Design Kick Off for the new Chevy Chase Library and Community Center on Tuesday, June 9, from 6:30–8:30 PM at the Chevy Chase Neighborhood Library.
Community members will have the opportunity to meet the design team, learn about the project, and share ideas for programs, services, and features they would like to see in the new facility. The event will also include remarks from DCPL Director Richard Reyes-Gavilan and DPR Director Delano Hunter Freeman, along with a discussion of modern approaches to library and recreation center design.

Re: Interim Feedback and Requests Regarding the Rift Valley Chevy Chase Civic Core Redevelopment Proposal
I respectfully dissent from the resolution titled “Interim Feedback and Requests Regarding the Rift Valley Chevy Chase Civic Core Redevelopment Proposal.” The resolution mischaracterizes community sentiment, misstates the public process, applies an unduly narrow view of public land use, and risks undermining a project that delivers substantial public benefits to residents of Chevy Chase, Ward 3, and the District of Columbia.
The Resolution Misstates Community Sentiment
The resolution presents the community as firmly opposed to housing at the Civic Core site, but the survey data cited does not support such a definitive conclusion. Support for housing increased from 39.7% in 2023 to 45.1% in 2025, with even stronger support among residents living closest to the site. Nearly half of respondents in SMD 05 and a majority in SMD 06—those most directly impacted by redevelopment—supported including housing at the Civic Core.
More importantly, the surveys relied upon in this resolution were self-selected online surveys and therefore cannot be treated as statistically representative of either the Chevy Chase community or the broader District of Columbia. As explained to ANC 3/4G by an individual with expertise in survey methodology and statistics, self-selected surveys are inherently subject to significant self-selection bias and cannot produce a meaningful margin of error because respondents voluntarily choose to participate rather than being randomly selected from a defined population. Such surveys tend to overrepresent individuals with strong opinions while excluding many residents who may not have been aware of the survey or motivated to participate.
These concerns are not speculative or unique to this discussion. Major national research organizations, including the Pew Research Center and Gallup, have publicly documented the significant limitations and reliability concerns associated with self-selected or “opt-in” surveys. Pew Research Center has stated that self-selected samples produce less accurate results than probability-based methods due to substantial bias, limited public coverage, and the inability of demographic weighting to correct for participation bias. Similarly, Gallup has warned that self-selecting samples pose significant threats to data quality and polling accuracy because participation is not randomly distributed across the population, often underrepresenting lower-income individuals, less educated residents, and certain demographic groups. If nationally respected research organizations like Pew Research Center and Gallup do not rely on self-selected surveys when making meaningful analytical or policy conclusions, the District government should exercise caution before treating such surveys as persuasive guidance for significant decisions, as ANC 3/4G recommends in its resolution.
Accordingly, these surveys should be understood as one source of community feedback—not as a vote of the neighborhood and certainly not as determinative evidence of public consensus. The District cannot and should not make long-term decisions regarding publicly owned land based solely on a limited, non-random sample of respondents from one ANC, particularly where the redevelopment has the potential to deliver benefits that extend beyond ANC 3/4G and serve broader District-wide interests. If the question of housing and civic investment at this site were presented to residents across the District of Columbia, the outcome could differ substantially given the District’s adopted housing goals, ongoing affordability challenges, and citywide demand for modern public facilities and recreational space.
The Civic Core is a District Asset, not a Private Neighborhood Amenity
The Chevy Chase Civic Core site is publicly owned District land and should not be treated as though it exists solely for the benefit or preferences of immediate neighboring residents. As Commissioner Janell Pagats, Chair of ANC 3C, recently stated in correspondence to ANC 3/4G, the site serves broader public purposes, including functioning as the only community center serving upper Northwest Washington. Residents from across Ward 3 and beyond utilize these facilities and have a legitimate interest in the future of the site. ANC 3C formally submitted comments to the Office of the Deputy Mayor for Planning and Economic Development (DMPED) supporting housing and broader public investment at the site, reinforcing that there are multiple neighborhood perspectives within Ward 3 regarding the appropriate use of this public asset. The preferences of a single commission area should not override broader District goals related to housing production, affordable housing, public recreation, and equitable stewardship of public land.
The role of ANC 3/4G is to provide advisory input, not to function as the sole decision-maker regarding District-owned property with citywide implications. Decisions of this magnitude must balance neighborhood concerns with broader public obligations and priorities established by the District government.
The Public Engagement Process Has Been Extensive
The resolution implies that DMPED has lacked transparency or meaningful public engagement. In reality, this project has undergone years of public review and engagement through the Comprehensive Plan process, the Chevy Chase Small Area Plan, surplus and disposition hearings, ANC meetings, public meetings hosted by DMPED, and multiple community surveys. The Deputy Mayor for Planning and Economic Development, DC Public Library, and DC Department of Parks and Recreation attended a public meeting on February 28, 2026, to introduce the selected development team, Rift Valley.
The resolution further suggests that DMPED is disregarding ANC 3/4G, despite the fact that the project is currently in a standard negotiation phase and there are limited finalized details available for additional discussion at this stage. DMPED’s negotiations with the selected developer are a routine and appropriate part of the District’s redevelopment process. The suggestion that ANC 3/4G must review or approve a finalized negotiated package before the District proceeds exceeds the advisory role of the Commission and risks creating procedural expectations that are not required under District law or standard practice. I am also unaware of any comparable circumstance in which the District has granted an ANC this level of authority during active negotiations, and affording such preferential treatment to one ANC would not be equitable.
The repeated characterization of the process as insufficiently collaborative appears less rooted in a lack of engagement and more in continued disagreement with the inclusion of housing on the site—a policy direction that has already been established through the District’s various public engagement sessions mentioned above. Continuing to relitigate whether housing should exist at the Civic Core risks delaying more constructive conversations about how to shape the project in a way that best serves Chevy Chase, Wards 3 and 4, and District-wide interests.
The Resolution Mischaracterizes the Rift Valley Proposal
The resolution dismisses the Rift Valley proposal largely on the basis of first-choice survey rankings while ignoring its broader overall support across respondents’ second and third choices. Additionally, the 2025 survey was never intended to function as a referendum on selecting a developer. The purpose of the 2025 survey was to gather feedback regarding community priorities after residents reviewed the proposals submitted in response to DMPED’s solicitation. The responsibility for evaluating proposals and selecting a development team belongs to District agencies, not the ANC or a neighborhood survey process. The resolution also suggests that changes to the proposal undermine community preferences. The Rift Valley proposal responds positively to the community’s preference for additional outdoor space.
The Resolution Applies an Improper Standard to Public Land Use
The resolution suggests that residential development on public land must overcome an unusually high threshold of justification. This framing ignores the fact that housing—including affordable and mixed-income housing—is itself a significant public benefit and a legitimate public use of District-owned land.
The District of Columbia continues to face documented housing shortages and affordability challenges. Public land presents one of the few opportunities available to create mixed-use developments that simultaneously provide housing, modernized civic facilities, and publicly accessible open space. Public assets must serve the needs of the entire city, not exclusively the preferences of residents living nearer to the site. Stewardship of public land requires balancing local input with broader District-wide obligations and long-term public interests.
The Proposal Provides Significant Public Benefits
The Rift Valley proposal would deliver approximately 177 new homes, including affordable housing, alongside modernized library and recreation facilities and expanded public open space. The proposal includes substantial investments in an outdoor plaza, recreational areas, civic gathering spaces, outdoor play areas, and gym amenities not available at the current site. This proposal is not a choice between housing and public space. It is an integrated civic investment intended to provide updated public facilities, additional housing opportunities, and improved recreational amenities for residents of Chevy Chase, Wards 3 and 4, and the District of Columbia as a whole.
Conclusion
Requesting the removal of housing, delaying the Council’s established surplus and disposition process, or attempting to treat ANC 3/4G survey results as determinative of public consensus would represent a missed opportunity to address important District-wide needs while delivering substantial investment in civic infrastructure.
The Chevy Chase Civic Core is a public asset that belongs to all District residents, not just ANC 3/4G. Its future should be guided by inclusive citywide considerations, not solely by the preferences of a limited subset of survey respondents within a single ANC.
For these reasons, I do not support this resolution and urge the Mayor, the Deputy Mayor for Planning and Economic Development, the DC Council, Councilmember Matt Frumin, Councilmember Janeese Lewis George, DC Public Library, the Department of Parks and Recreation, and Rift Valley to continue advancing a redevelopment plan that reflects broader District-wide interests, including housing, modernized civic facilities, and expanded outdoor public amenities. The positions reflected in this, and prior ANC resolutions should be considered alongside the many voices across Ward 3 and the District that support a more inclusive vision for the Civic Core site.

DC Department of Transportation
As part of Mayor Muriel Bowser’s Pave DC initiative, DDOT will begin milling and paving work on McKinley St NW between Broad Branch Rd NW and Nevada Ave NW beginning on or about May 28, 2026. Weather permitting, roadway work typically takes 3–5 days to complete.
Residents are asked to carefully observe posted “Emergency No Parking” (ENP) signs, which will be installed at least 72 hours before work begins. DC Department of Transportation (DDOT)
As previously shared, DDOT is updating the Connecticut Avenue Multimodal Safety Improvements that was initiated in December 2019. In March 2026, DDOT provided our ANC with a Notice of Intent regarding changes to Connecticut Ave in our ANC. I provided a letter to DDOT in support of their suggested changes to our single member district (SMD) 05. The changes to our SMD are in phase 1 2026-2027 and highlighted below. Oliver Street
• Add crosswalk on the south leg of the intersection across Connecticut Avenue.
Northampton Street
• Move stop bars to improve visibility.
• Prohibit the left turn from southbound Connecticut Avenue onto eastbound Northampton Street.

Dear Theodore Van Houten,
I am writing to express my strong support for the proposed safety improvements at Oliver Street and Northampton Street as part of the Connecticut Avenue Multimodal Safety Project. Safety for all road users must be a top priority along the Connecticut Avenue corridor. These intersections are used daily by people walking, biking, and driving, including children, seniors, and individuals with mobility challenges. The proposed changes at Oliver and Northampton Streets will improve visibility and make crossings safer. Enhancements such as improved crosswalks, daylighting, curb extensions, and better sightlines will help drivers more easily see people walking and biking and reducing the potential for collisions. I also strongly support prohibiting the left turn from southbound Connecticut Avenue onto eastbound Northampton Street. This change will reduce cut-through and commuter traffic on residential streets, encouraging drivers to stay on Connecticut Avenue as the primary route into the District. In turn, it will calm traffic and improve safety on neighborhood blocks. These updates align with the District’s Vision Zero commitment and reflect community support, as shown by the joint resolution from ANC 3/4G and ANC 3F, which emphasizes safer intersections, improved walkability, and traffic calming. I urge DDOT to move forward with these improvements to make the neighborhood safer and more livable. Thank you for your consideration.

Neighborhood Updates 3/30/2026
Hi Neighbors,
I hope you’re doing well. Below are a few updates for your awareness.
DC Department of Transportation (DDOT)
DDOT had initially planned to place some bioretention facilities in our ANC but has eliminated them from our Single Member District (SMD). DDOT will now construct the originally proposed bioretention beds into hardened landscaped areas that will still function as traffic calming bump outs without the intended stormwater infrastructure. The two locations for them in our SMD are noted below. The notice of intent for the Chevy Chase Parkway & Patterson ST location is attached. DDOT will begin construction during the week ending April 3rd, 2026, and it will take approximately 4-6 weeks to complete. This project will add a landscaped green space along the roadway, including new grass areas and planted sections designed to help improve stormwater management and traffic safety. All work will be conducted from 7:00 AM to 7:00 PM, Monday through Saturday. DDOT thanks you in advance for your patience and understanding during the construction.

The Connecticut Avenue Multimodal Safety Improvement Project was initiated in December 2019. DDOT has conducted data analysis, concept development and evaluation, traffic forecasts, and operations analysis. Here are the upcoming improvements to our SMD.

Dementia Stories DC
Dementia Stories DC is an initiative by The Dap Project that celebrates the lives of D.C. residents living with dementia and Alzheimer’s while raising awareness about the care, connection, and support families need. Dementia Stories DC is hosting arts and portrait workshops across the city for Washingtonians living with dementia and their caregivers.
The workshops include three components:
Arts-based activities that provide people living with memory loss and their caregivers a meaningful opportunity to connect and learn supportive practices. Workshops will be facilitated by dementia care experts from the George Washington University Institute for Brain Health & Dementia.
Portrait sessions with professional photographers to capture and preserve meaningful moments. Participants will receive a copy of the photograph.
Recording memories honoring their expansive lives and allowing them to shape their own narratives.

WMATA
Revisions to Metro's proposed FY27 Budget means that WMATA has been able to consider additional Metro Bus service improvements in the District, above those originally proposed when the FY27 Budget was first published in December 2025. The additional service improvements are meant to make bus service more frequent & reliable, when and where our customers want to travel.
Before these proposed improvements are finalized by the WMATA Board this spring, Metro is seeking feedback from the public on the proposed service improvements. The survey will open on Friday, March 27 at 9AM and close on Monday, April 6 at 5PM, and will be posted towmata.com/budget. Spring Services

Street & Alley Collection Division teams will complete any remaining leaf collections during the transition to Spring Services. Residents are encouraged to rake leaves into the tree box area or place them in paper bags and set them out in front of their residence, then submit a Yard Waste Collection 311 service request for pickup.
Mechanical Street Sweeping
Mechanical Street Sweeping has resumed. Vehicles parked during posted Street Sweeping hours will be subject to ticketing and relocation.
Helping Hand Program
DPW offers assistance to community groups that organize Saturday neighborhood clean-up projects through the Helping Hand Program. The program runs seasonally from March 1st to October 1st. Please note that the time selected is the arrival window, not necessarily the time of service. Open to DC residents only. Only one ticket is required per vehicle. No entry will be allowed after 2:00 pm. Please bring proof of residency (e.g., driver's license, utility bill, lease agreement) and Eventbrite registration. No bulk trash, construction & demolition waste, or commercial waste will be allowed.

With another potential snowstorm on the way, please remember to shovel and salt your sidewalks and alleys. The city does not normally clear alleyways and the last snowstorm I believe was an exception. If you know of a neighbor who may need assistance with shoveling, let me know.

The Department of Public Works continues working to restore full residential trash, recycling, and food waste collections. We recognize some residents are experiencing missed collections, and we understand how frustrating and disruptive the situation is.
To address these delays, DPW has activated seasonal employees as part of a dedicated escalation protocol. This will allow us to route 311 service requests more quickly, get teams into the field faster, and operate seven days a week. These teams will run newly created escalation routes, focusing on missed trash and recycling pickups.
As this enhanced response continues, residents should keep their cans and household trash at their normal collection point until it is collected. If service is still missed, we encourage residents to submit a 311 request. If a previous request has not been resolved, submitting a new one ensures it is captured in our updated routing system.
For households that are now receiving normal collections, continue to place your cans out on the normal collection schedule. Trash and recycling are no longer being collected together, so only put out recycling cans on your normal recycling collection day.

Chevy Chase Civic Core Site Updates
Below are a few updates related to the Civic Core site. The height of the building is approximately 55 feet, measured from a point on Northampton Street NW. The proposal contemplates a penthouse level that could be 15' in height and contemplates step downs in height toward the rear of the site. The chart below depicts the housing makeup of the units.
Parking: the total number of spaces in the selected proposal is 147. Of that amount, a minimum of 30 spaces will continue to be provided for civic purposes, matching the number of spaces currently available on the site for civic use. All the civic spaces will be accessible to the public and free of charge. Parking spaces designated for other uses, including apartment residents will be separate. The proposal also relocates most on-site parking below ground.
Reminder: DCPL 23,500-square-foot library and a 21,600-square-foot community center. Design guidelines for a new library were set at 23,000 and 21,000 for the new community center. DCPL and DPR will lead a community engagement process to inform the design and programming of the site’s civic uses. The ANC is still working on stakeholder meeting with DMPED, the Developer, DCPL, and DPR.

Deputy Mayor for Planning and Economic Development (DMPED)
Friday, January 16, 2025, Mayor Muriel Bowser and the Office of the Deputy Mayor for Planning and Economic Development (DMPED) announced the selection of Rift Valley Chevy Chase, LLC (Rift Valley) to redevelop the Chevy Chase Civic Site. As the ANC Commissioner for where this project is located, I am committed to working closely with residents, DMPED, and the developer, and other stakeholders to ensure this site becomes a space the community can truly come together around. I want to make sure the community knows that there are several important strengths of the selected developer worth highlighting. The project exceeds the space requirements outlined in the RFP for both the DC Public Library (DCPL) and the Department of Parks and Recreation (DPR). It also delivers twice the amount of outdoor space, along with underground and paved on-site parking, a significant benefit for the community. In addition, the proposal includes up to 30 percent affordable housing within the planned 177 residential units.

DC Water
For residents of La Reine and Legation House, please note that DC Water has scheduled a water shutoff on January 8, 2026, lasting approximately 9 hours (9:00 a.m. – 6:00 p.m.). The water shut off is to complete sewer rehabilitation work.
Update on Clean Rivers Impervious Area Measurement and Implementation Pause
DC Water has decided to pause the implementation of the Clean Rivers Impervious Area Charge (CRIAC). See the note below sent on behalf of David L. Gadis, CEO and General Manager to Community Stakeholders/ANC Commissioners.
I am writing to provide an update regarding recent customer notifications related to updated Clean Rivers Impervious Area Charge (CRIAC) measurements and to outline DC Water’s next steps.
The Clean Rivers Impervious Area Charge was established in 2009 as part of the funding framework for DC Water’s Clean Rivers Project, a federally mandated, long-term infrastructure initiative to significantly reduce combined sewer overflows into the Anacostia and Potomac Rivers and Rock Creek, and to improve water quality across the District. The program relies on deep storage tunnels, diversion facilities, and green infrastructure to capture and treat wastewater during rain events.
Impervious area measurements, which form the basis for CRIAC, were last comprehensively updated in 2016. The most recent systemwide review was completed using updated aerial imagery in March 2025. The goal of this review was to ensure the most accurate and equitable billing for customers based on current property conditions. As expected, the updated measurements resulted in both increases and decreases across properties.
While the measurement process itself followed long-standing program requirements, we recognize that the recent customer notifications did not provide sufficient detail, context, or advance notice, particularly given that some customers experienced significant increases. We understand that for many residents, the primary concern is the impact on their bills, and we acknowledge that we should have engaged earlier and more comprehensively with both customers and elected officials before issuing the notices.
In response to this feedback, DC Water has paused implementation of the updated CRIAC measurements while we strengthen our communications and outreach approach. Over the coming months, we will undertake an expanded engagement effort that includes:
Direct outreach to customers most significantly impacted by the updated measurements
Briefings and coordination with Council offices and Advisory Neighborhood Commissions in affected wards
Public webinars and community information sessions to explain the Clean Rivers Project, CRIAC methodology, and impervious area measurements
Enhanced website content and customer tools, including clearer explanations, FAQs, and visual resources
Expanded education on how impervious surfaces affect stormwater runoff, as well as stormwater management options that may help customers manage future costs
Our goal is to ensure that customers and stakeholders have the information, time, and opportunity needed to understand what changed, why it changed, and what options may exist before any future implementation occurs.
We appreciate the feedback you and your constituents have shared and value your partnership as we work to improve our outreach and engagement. Please do not hesitate to reach out if you would like additional information or a briefing.

DC Snow Safety Tips: The District Snow Team offers guidance to help residents prepare for and stay safe during winter weather, including clearing snow from sidewalks within eight daylight hours after a storm, using safe shoveling practices, dressing warmly, and having emergency supplies ready. It also highlights help available for older adults and people with disabilities and recommends precautions to avoid cold-related injuries and hazards. The DC Snow team provided Commissioner Sherman with a snow blower to assist residents with snow removal. Please reach out to him at 3G02@anc.dc.gov or me if you need snow removal assistance.
Reminder: DC law requires residential and commercial property owners to remove snow/ice from the sidewalks around their property within the first eight hours of daylight after a storm ends. Otherwise, commercial property owners may be fined $150, and residential property owners may be fined $25. DC State Fair
The DC State Fair is a free annual event to celebrate the District's homegrown agricultural, artistic, and culinary talents. This year's fair will be on Saturday September 6 at Bryant Street NE, right off the Rhode Island Ave Metro. Inspired by time-honored state fair traditions—growing and gardening, contests, and deep-fried foods—the DC State Fair honors what makes the District unique!
Registration for DC State Fair contests is now open, which include everything from best apple pie to funkiest looking vegetable. If you are interested in registering for any of the contests, please read more in the contest guide here: https://www.dcstatefair.org/2025-contests. Contest registration is free and it closes August 15. Winners will be announced at the fair.
Chevy Chase Day
The Chevy Chase Community Association (CCCA) is beginning the planning for Chevy Chase DC Day. The event will be held on Saturday, September 20th from 1 to 4 pm at the Chevy Chase Community Center and Library Civic Core Site.

ANC Updates

The ANC voted 4-2-1 to request for housing be removed from the Civic Core site. You can read the resolution here: ANC_34G_Civic_Core_Resolution_Final_3_signed.pdf
I voted against the resolution because it asks the Deputy Mayor for Planning and Economic Development to eliminate housing from the plan. I did not agree with this position and I shared my view in a minority opinion, which you can read here or starting on page 14 of the resolution document referenced above. My colleagues Commissioner Gosselin and Gore also submitted minority opinions that's included in the resolution.

Department of Public Works (DPW)
Trash, Recycling, and Food Waste Collections: Due to sustained high temperatures during the summer months, pleas be prepared for early trash, recycling, and food waste collection starting at 5:30 am through September 5th, 2025. Residents are advised to place all waste materials at their point of collection the night before their scheduled collection day to ensure pickup.
DPW full complement of spring/summer services are in full swing. These services include Street and Alley Cleaning, Grass Cutting & Mowing, and Graffiti Removal. Service request submissions are now available via 311 for Street Cleaning, Alley Cleaning, Grass Cutting & Mowing services.
Container Delivery and Repair Update: All container service requests for repairs, removals, and deliveries will continue to be addressed on residents’ trash and recycling collection days across all wards. Please place containers at your collection point. For removals, turn containers upside down.

Lafayette Elementary School Summer Campus Improvements – 2025
DC Public Schools (DCPS), in partnership with the Department of General Services (DGS), started campus improvement projects at Lafayette Elementary on June 23, 2025. These upgrades aim to enhance outdoor spaces and improve accessibility.
Planned Projects:
Playground surface recoating and painting (June 23 – August 1)
Stormwater management and track resurfacing (June 23 – November 1)
Construction of an ADA-accessible ramp to the field (Summer start, pending permit – December 30)
Some outdoor areas will be temporarily inaccessible, but efforts will be made to maintain partial access and ensure safety. Please keep yourself and especially children safe during these improvements.
